Determining which evidence-based and appropriate strategies and methodologies that are best suited to your health education program requires extensive research. The health educator will need to consider the health issue of interest, the target population, as well as other factors that may influence the effectiveness and success of a health education program. Other factors such as resource availability, socio-demographics, and environmental concerns will help to inform how a health education program will ensure the promotion of health and well-being. Essentially, the strategies and methodologies outline how health educators will enact health promotion through the delivery of their health education program.
Consider the scenario:
Marcia is a health educator who has just finished drafting a proposal for a new health education program for the prevention of Sexually Transmitted Infections (STI’s) in her community. She has identified the main health issue she would like to address, developed a proposed budget and personnel worksheet, and has also outlined her proposed framework for cultivating individual motivation and behavior modification. Although Marcia feels that her proposal is robust in terms of meriting approval, she is wondering if it would be beneficial to outline her strategies or methodologies to make her program work. For example, would her program benefit from a group participation approach similar to a roundtable discussion or would her program be best delivered as a workshop? Should she invite speakers from both outside and inside the community to relay information as it applies to potential health services or might that be too much for her proposed program? What curriculum (new or existing) could be included in her program?

Congratulations! You have been hired by the Vista County Health Department as their
new health educator. This county has never had a health educator and is only minimally
staffed with three public health nurses, a sanitarian, two community health workers and
a physician health officer who all occupy the small public health department to which
you are assigned. Your resources are limited as this is a relatively poor county
economically. Your public health department is located along the Pacific coast in the
southern part of the state. The county has an overall population of approximately
100,000 with the main population center located in the port city of Point Mar.
Point Mar has a population of 37,500 while the other five towns in the county have
populations ranging from 2,000 to 9,300 and, in addition, there are scattered pockets of
people living in many unincorporated areas of the county who are involved in a variety
of economic pursuits. The principle sources of income for Vista County are derived from
agriculture, commercial shipping, fishing, tourism, and small to medium businesses. The
population of Vista County is 43% Caucasian, 33% Hispanic, 12% Asian/Pacific
Islander, 10% African American, and 2% American Indian. There has been a recent
influx of Southeast Asians into Point Mar and there is a regular Latino migrant farm
worker population employed in the County’s agricultural areas.
In general, the road systems are adequate to connect all the towns in the county. The
distances between towns range from 8–20 miles and all towns and most outlying areas
have telephone, electricity, sanitation, and water services. In addition, there are two
major newspapers, three radio stations, and one cable television station serving the
county. Of these, one newspaper, one radio station, and the cable TV station are
located in Point Mar. There are three high schools, four middle schools, and five
elementary schools in the county with one-third of the children in the county being
bussed into these schools. There are three hospitals in the county with two of these
(Vista County Hospital and San Sebastian Regional Medical Center) located in Point
Mar. There are also ambulance services, fire and police services, and other
governmental agencies serving the entire county.
Based on your needs assessment you have identified five potential health issues in the
Point Mar community. These include:
Periodic outbreaks of food poisoning among the fast food restaurants serving the
beach recreational areas of Point Mar
Increasing levels of childhood obesity associated with adult onset type II diabetes
An increase in TB among Asian immigrants that have moved to the area
An increase in Chlamydia infections among teens in the community
High job-related accident rates among Latino dock workers at the port
An increase in accident rates associated with falls among seniors in the
community

JODY EARLY: When you’re planning a program, it’s important to understand who
needs to be at the table with you, planning that program. And there should be
members of community there with you.
So it starts with needs assessments. And that could be, again, working with the
community members to go out and do interviews, looking at secondary data,
talking to citizens who live in that area to understand what those needs are.
Understanding what all of the theoretical theories are in health education and
behavior. Understanding the difference between an individual-level theory,
versus a community-level theory, and what is most appropriate for your design.
Understanding the best cultural models out there. Not every model is a good fit,
depending on what population you’re going to serve.
So a strategy I have is to always keep abreast of what’s the literature. As well as
to go to professional conferences, and learn from all over the country in the
world, what people are using. And then another strategy is getting technology
involved in the planning process. You can to use technology to reach a wider
audience now with social media.
AMY THOMPSON: One of the beautiful things about health education is there’s
lots of tools that we can use as health educators. Whether it be mass media,
communication models, public speaking, policy change, advocacy,
empowerment of the community in terms of participatory research. There’s lots of
different ways that we can reach people in the community to energize them to
want to change their behaviors. And we found that most of the effective
strategies out there are when you empower the people.

Nice effort on your budget submission for week 6. You projected under budget. When you are given a
budget, you should use it all to the penny for a submission. This is the costs not including donations. In
addition, consider sharing staff among programs or departments. This will enhance the quality of your
staff since they will be working on a full time salary. You can then have a dedicated person for 5 to 10
hours per week. Also, keep working to turn your assignments in on time and with a cover sheet. You are
slowly improving on this, but you are losing valuable points each week for late work.
