This project is an evaluation design for the program, problem, or policy you selected. This week, begin pulling together the many elements of this project into an initial draft, or Draft Evaluation Design.
Include the following in your Draft Evaluation Design:
- Describe the program, problem, or policy that you identified.
- Identify and explain your revised research question and variables to be used in your evaluation.
- Identify and explain the revised research/evaluation design to be used in your evaluation and how this design addresses issues of validity and reliability.
- Identify and explain the sampling design to be used in your evaluation and the anticipated size of your sample.
- Identify and explain the information/data needed for the evaluation. Explain how, specifically, this information will be collected (e.g., what secondary sources you will use and/or what data collection instrument you will use to collect the information). If you plan on using a survey, please include the survey in an appendix to your paper.
Use at least 10 scholarly sources from the library that were published within the past five years to support your paper. Be sure to follow APA guidelines when citing your sources.
The Draft Evaluation Design should be double-spaced and 13–15 pages in length, not including the cover and reference pages.

How effective is the recovery program of the Mental Health America in promoting selfesteem and confidence levels among the mental health patients?
Evaluation Design
The preferable evaluation design for the research question would be experimental design
also referred to as the “golden standard.” According to Rural Health Information Hub (n.d.), the
experimental design acts as a central point of assessing other types of evaluation design due to its
technique for evaluating the cause and effect of a program or intervention. Thus, the technique
for assessing the cause and effect of a program or intervention would be essential in studying the
research question concerning the recovery program of the Mental Health America since it would
establish the cause and effect of the recovery program to the mental health patients. Hence, the
establishment of the cause and effect of the recovery program would help in determining the
levels of self-esteem and confidence of the experimental group.
Additionally, the experimental design can be held to be the best evaluation design of the
underlying research question due to its high aspect of internal validity. The experimental design
is distinguished from other evaluation design by its characteristic of high internal validity
(Bryman, 2016). Thus, the use of the experimental design for the research question would be
appropriate since the high internal validity associated with this type of evaluation design would
enrich more substantial evidence of the effectiveness of the recovery program in improving selfesteem and confidence levels among the mental health patients.

Secondary data is obtained from other sources other than the researcher. It is that which
has already been collected by other researchers and thus used to counter the limitations of
primary data collection in most research projects. In establishing the effectiveness of the Mental
Health America recovery program in promoting self-esteem and confidence levels among the
mental health patients who had undergone the recovery program, the two types of secondary data
that may be used are published data and government records.
Published data may be obtained from the Mental Health America website at
http://www.mentalhealthamerica.net/issues/state-mental-health-america. There are various data
classes related to the current state of mental health in the United States like care data, prevalence
data, adult data, youth data and ranking per state. In relation to the research question, this data
will be used to get a glimpse of the extent of the problem and thus enable us to understand what
the programs are tasked with. From here, we are able to know which demographic groups among
the United States population needs the most help when it comes to mental health wellness hence
recommend the best program among the ones offered by Mental Health America.
The second source is government records which can be obtained from
https://catalog.data.gov/dataset?tags=mental-health. This catalog contains various government
datasets on a number of mental illnesses and interventions. The manipulation and analysis of this
data would yield conclusions that can be used to answer the question of research hence
addressing the research problem.

Peacetree is an international non-profit organization whose headquarters are in
Washington D.C. It has over 200 branches in the world, the most active of which is in the virtual
community of Delaware. The Delaware division is headed by Susan McDonald, who is the
executive director. The Peacetree organization of new harbor Delaware is focused on
environmental conservation. The organization ‘s main aim is to reduce pollution of the
environment in the city. To do this, the organization first identifies the various sources of
pollution and how these pollutants have affected the environment over the years. The
organization has witnessed a growing problem with pollution in the city since the Peacetree
chapter got to New Harbor. As a result, the executive director of the New Harbor Peacetree
chapter keeps advocating for change an these harmful practices. The director wants to ensure that
environmental stability is achieved, that there is safety for biodiversity and that there is peace
and life all over the world. According to Susan McDonald, there are three main environmental
issues in New Harbor. These are: poor management of the city’s harbor which causes water
pollution, local law that allow for conduction of businesses that are not environmentally friendly,
and poor lifestyle choices like decreased recycling. The organization mainly exerts its actions
through activism and research, but they are also considering influencing the mayoral campaigns
(PeaceTree, New Harbor Chapter). The organization is against the policies set by current mayor
Samuel Taylor and the former mayor Reginald Tailor because they are not friendly to the
environment. They are considering offering their financial endorsement for a candidate who is
passionate about environmental conservation, like the democratic candidate Alec Coppell or
independent candidate Mary Davenport. This is because it is important to have policy makers
who will make laws in favor of environmental conservation on their side.

The problem in the Peacetree organization faces that would benefit from research is the
sources of environmental pollution. This would be important because in order to find the solution
to pollution, it is necessary to find the root of the problem. In-depth research needs to be done to
deal with this issue. Through research, the Peacetree organization has been able to identify some
of these issues like failure to recycle, bad business-oriented and environmentally unfriendly
policies, and poor management of the harbor (.494px;=”” block;=””>The Organization of Peace
Tree has hired researchers in eff, 2018) This is impressive but there is need for more extensive
research. Using the right research tools and designs will help to bring out more issues and at a
deeper level so that the problems can better be understood by both the Peacetree organization and
members of the public. When a research is conducted on the issue and the real extent of damage
s revealed to the people, it might prompt them to take more caution and implement better
practices that protect the environment. As the executive director of the program said, people are
becoming more aware of environmental conservation. Therefore, showing them just how bad the
situation is through research will show them the role that they play in polluting the environment
and nudge them toward taking better care of the environment. The research could also bring out
other issues other than the ones mentioned by Susan McDonald. There might be some other more
or less serious sources of environmental pollution in the community that they are not aware of.
Making them aware will ensure that problem-specific solutions are devised for the new issues.
The research will also be good for the policy makers. This is because, when the research points
out the sources of pollution, the policy makers get a guide on what policies they make are good
for the environment and hence the people, and which ones would affect the community badly.

The evaluation design that would benefit the evaluation of the sources of pollution in
New Harbor Delaware community the most is the quasi-experimental design. This design
involves non-random selection of control group and an interventional group (Types of Evaluation
Designs, 2018). For the case of the New Harbor community as far as investigation of the sources
of pollution is concerned, this approach could be used. The inhabitants of this community could
be divided into two groups, the control group and the intervention group, based on their
geographical location. The intervention group would be involved in the research of the sources of
pollution and would be provided with the results of the research. The control group would go on
with their lives as usual, without any information on environmental pollution. The intervention
here is provision of information on the current state of environmental pollution in the
community, the sources of pollution, and the part that individuals play in polluting the
environment. The results of the experiment would be monitored by examining how these two
groups behave toward the environment. The expectations would be that, the intervention group
would be more cautious of the environment after participating in the research and eventually,
their geographical location would begin to reflect their efforts to protect the environment. The
control group on the other hand would continue with their normal practices whether they affect
the environment or not, because of lack of information. The outcome of this design would have
to be monitored over a specified period of time to determine whether dissemination of
information on the sources of environmental pollution is effective in preventing pollution. The
benefit of using this experimental design is that the outcome of the intervention can be monitored
because there is a control group and errors are minimized because the groups are not chosen
randomly.

Introduction
Qualitative data is the data that approximates and characterizes. This is the information
that cannot be measured or quantified it can only be observed and results primarily expressed
in words or narrations.
Qualitative research
Qualitative research is inductive and exploratory as it tends to start with the littleknown information and progress to the formulation of new hypothesis and theories (Edin &
Pirog,2014) The information measured in qualitative fashion is information on people’s
emotions, opinions, and perceptions of a particular policy, program or business problem.
Qualitative research may help in identifying the effectiveness of government intervention
programs such programs include relationship skills program and programs on the movement
of youths to opportunities.
There exist many types of qualitative data, the following are the types of qualitative
data I will consider for my project. Data from a structured interview as a structured interview
would allow me to get more specific, relevant and conclusive information within a short
period of time. Other types of qualitative data that I will put into consideration for my project
are the official or public document, print media, books and article as these will be very
resources for accessing information which might be hard or expensive to acquire through
other methods.
For my project, I prefer an inductive approach in the analysis of the collected
qualitative data, as the approach is more thorough as compared to the deductive approach. In
addition, I will rely on the affinity diagram process in the analysis of the qualitative data

collected to help me in generating ideas that I will use to further the research for my
project(Johnson,2014). I will most likely employ manual qualitative data analysis technique
rather than qualitative data analysis software as manual data analysis will be more effective
and reliable in analyzing words and statements and the narrations collected through the
various qualitative data collection methods used.

The following is a brief survey question poll given to a stratified population in relation to a few
political issues. The polling survey focuses on the New Harbour, Delaware area where elections
is supposed to take place soon. The survey poll is also seeking to determine the popularity of
Alex Coppel. The survey also focuses on the main agenda of Alex Coppel regarding his political
aspirations.

Introduction
Qualitative data is the data that approximates and characterizes. This is the information
that cannot be measured or quantified it can only be observed and results primarily expressed
in words or narrations.
Qualitative research
Qualitative research is inductive and exploratory as it tends to start with the littleknown information and progress to the formulation of new hypothesis and theories (Edin &
Pirog,2014) The information measured in qualitative fashion is information on people’s
emotions, opinions, and perceptions of a particular policy, program or business problem.
Qualitative research may help in identifying the effectiveness of government intervention
programs such programs include relationship skills program and programs on the movement
of youths to opportunities.
There exist many types of qualitative data, the following are the types of qualitative
data I will consider for my project. Data from a structured interview as a structured interview
would allow me to get more specific, relevant and conclusive information within a short
period of time. Other types of qualitative data that I will put into consideration for my project
are the official or public document, print media, books and article as these will be very
resources for accessing information which might be hard or expensive to acquire through
other methods.
For my project, I prefer an inductive approach in the analysis of the collected
qualitative data, as the approach is more thorough as compared to the deductive approach. In
addition, I will rely on the affinity diagram process in the analysis of the qualitative data

collected to help me in generating ideas that I will use to further the research for my
project(Johnson,2014). I will most likely employ manual qualitative data analysis technique
rather than qualitative data analysis software as manual data analysis will be more effective
and reliable in analyzing words and statements and the narrations collected through the
various qualitative data collection methods used.
